A. The governing bodies shall consider adoption of or amendments to the Comprehensive Plan, as may be required from time to time.

B. Adoption of or amendments to the Comprehensive Plan shall only apply to the jurisdiction in which the subject property is located unless the property is the subject of an annexation petition, or the amendment is pursuant to paragraph 3.4.11, Evaluation and Assessment Report.

C. Amendments to the Comprehensive Plan can take the form of text and/or map amendments.
